Final effect:

Open PS and create a new PS document with a transparent background: I used 600*800 because I was just trying out the effect. If you want to make it into a wallpaper, you need to create a large document yourself~ The original tutorial is 1280×1024 pixels and 300 resolution~
Okay, after creating the document, first use a radial gradient to pull out the background as shown below~( The color values ​​I use here are: #97c9ca #0a4d56 #061e1e)

Create a new layer, first set the foreground color and background color to: #0a4d56 and black respectively, then select Filter – Render – Clouds

Set the layer mode of this layer to: Color Dodge

After setting it to Color Dodge, add a layer mask to this layer, and then use a black to white linear gradient to pull on the mask~ As shown in the picture

Select Filter – Blur – Motion Blur, the settings are as follows
