Use PS to create dynamic focus effects

Step 1 Open the image file;

Add Anime-Action!

Step 2 Duplicate the layer, hide the original layer, and delete the focus area;

Add Anime-Action!

Step 3 Filter >> Blur >> Radial Blur;

Add Anime-Action!

Step 4 Cancel the hiding effect of all layers and use the straight line tool to draw several straight lines as follows;

Step 5 Merge all the line layers, set the blending mode to “Overlay” and lower the opacity to “25-50%” and you’re done!
