Note: The shortcuts used in this article are all valid under the English input method.

First we need to create a border, which is also the key to creating this effect. In some tutorials, this step is omitted and the method of stroking the layer is used instead. Personally, I think the effect is not very good.
Step 1: Create a new document of 400×300 pixels with a white background. Use the Rectangular Selection Tool to draw a selection as shown below.
Step 2: In the layer panel, press the “Create Layer” button, create a new layer, and fill it with black. As shown in the picture:
Step 3: Press the shortcut key Q or click the “Quick Mask Mode Edit” button to enter the quick template mode. As shown in the picture:

Step 4: In the menu bar, select “Filter” > “Sketch” > “Charcoal Pen”, and the settings are as shown in Figure 5.
Step 5: Press “Ctrl+F” 5 times and repeatedly apply the “Charcoal Pen” filter to get the effect we want.
Step 6: Press the shortcut key Q again (click the “Quick Mask Mode Edit” button) to return to normal mode. Press the shortcut key “Ctrl+Shift+I” to invert the selection, and press the “Delete” key to delete the selected content.

Step 7: Press “Ctrl+D” to cancel the selection. On the layers panel, double-click the “Background” layer thumbnail to unlock it.
Step 8: Use the rectangular selection tool to make a selection slightly larger than the black rectangle on “Layer 1”, as shown in Figure 9. Press “Ctrl+Shift+I” to invert the selection, and then press the “Delete” key to delete excess content.

Step 9: In the layer panel, click the “Layer 1” layer, activate layer 1, and press the “Ctrl+E” keys to merge the visible layers.
Step 10: Use the rectangular selection tool to make a selection that is slightly smaller than the black rectangle, and then press the “Delete” key to delete the excess content and get the border we need.
Step 11: Open a photo of a beautiful woman and use the move tool to drag in the “border” you just created. If the border is larger, you can press the “Ctrl+T” keys to adjust it.
Step 12: Use the “Magic Wand Tool” to click on the middle part of the border in “Layer 1” to get a rectangular selection, as shown in the picture.

Step 13: In the layers panel, click on the “Background” layer thumbnail to activate the background layer, and then press “Ctrl+J” to copy the layer.
Step 14: In the layer panel, click the “Layer 1” layer thumbnail, activate layer 1, and then press “Ctrl+E” to merge layer 1 and layer 2, as shown in the figure below Display:
Step 15: Drag the border layer created in “Step 10” again (for easier observation, you can hide layer 2 first), and press the “Ctrl+T” keys to adjust the size and Angle, follow the operations from “Step 12” to “Step 14”, and adjust the order of the layers to get the following effect.
