This tutorial mainly uses layer styles to create textured word effects. When making some layer styles, we only need part of it, so we convert the effect to a layer and then use a mask to cut it off. You can choose the color and background of the text yourself!
Final effect
1. Create a new file of 600 * 350 pixels, and add a simple dark gradient effect to the background as shown in Figure 1.

2. Use the lasso tool to outline the selection shown in Figure 2. Press Ctrl + Alt + D to feather the value to 45. After confirmation, execute the menu: Filter > Texture > Texture. The parameter settings are as shown in Figure 3. The effect is as follows Figure 4.

3. Select the text tool and type the text. The font color is #3B4D5. The approximate effect is as shown in Figure 5.
4. Double-click the layer to bring up the layer style. The parameter settings are as shown in Figure 6-8, and the effect is as shown in Figure 9.

5. Copy the text layer, clear the layer style, and then double-click the layer to bring up the layer style. The parameter settings are as shown in Figure 10.

6. Create a new blank layer, merge the text copy with the blank layer, then add a layer mask, apply it with a black brush, leaving only the highlights and erase the other places. The effect and layer reference are as shown in the figure. 11.
7. Set the foreground color to white, bring up the selection of the text, create a new layer and click on the highlight position with the brush tool.A few clicks to enhance the light perception effect as shown in Figure 12.

8. Create a new layer and use the Elliptical Marquee Tool to draw an ellipse as shown in Figure 12 and fill it with white. Then move to the edge of the text and delete the part beyond the text. The effect is as shown in Figure 14.
9. Adjust the overall light sense to achieve the final effect.
