Final effect:
1. Create a new 800*600 pixel document, create a new layer, select the elliptical marquee tool, hold down shift to draw a perfect circle selection, and fill it with radial gradient
2. Create a new layer, set the foreground color to white, load the branch brush, select a shape to fill, and set this layer to overlay mode
3. Create a new layer, draw an elliptical selection, select the foreground to transparent radial gradient, and the following effect will appear
4. Add outer glow effect to the bottom perfect circle layer
5. Create a new layer, select brush No. 5, and set the brush as shown below
6. Select the pen tool, draw a smooth line, right-click the mouse, stroke the path, and remember to check simulate pressure
7. Follow the same pattern with other lines. Add an outer glow layer style to this layer line, and set it as shown in the figure
8. Add the inner glow layer style and set it as shown
9. Add some starry sky brush effects. After merging the layers, use ctrl+U to adjust the color of the screen as desired
