Final effect

1. Open the original image.
2. Duplicate the background layer into two layers.

3. Use lasso Tool selects the “water” part.
4. Press Ctrl + Shift + D to feather the selected area. The value is: 25. Then OK.
5. Press Ctrl + J to copy the feathered area.

6. Click the button below the layer frame to create a photo filter adjustment layer. The parameter settings are as shown below.
7. Merge the water layer and photo filter layer into one layer.

8. Hidden water layers.
9. Use the lasso tool again to select the “Sakura” part and feather it!

10. Copy and paste the cherry blossom part into a layer again!
11. Create a photo filter adjustment layer and set the parameters as shown below.

12. Hidden cherry blossom picture layer.
13. Use the lasso tool again to select the filled part and feather it.

14. Paste the sky part as a new layer.
15. Create a photo filter adjustment layer, and then merge it with the fill layer.

16. After hiding the fill , return to the background copy 2 layer, execute the menu: Filter > Blur > Gaussian Blur, the value is 8. After confirmation, change the layer blending mode to Hard Light, press Ctrl + Shift + ] to move the layer to the top, and then reveal the hidden layer. After some overall modification, call it a day!
