To achieve this effect, you must first find a picture of a character and a background picture with a sky

First cut out the character from the picture and place it in the background picture

Use the pen tool to cut out the swimsuit part and copy it to a new (CTRL J) on the layer, then load the selection of “Swimsuit” and delete it on the character layer, so that you get two separate layers of “Skin” and “Swimsuit”.

at On the “Swimming Suit” layer, use the “Hue/Saturation” command to reduce the saturation, and then use the “Levels” command to adjust the lightness and darkness of the clothes. (The black and white sliding blocks move closer to the gray block respectively).

Execute filter “Art Effect – Plastic Packaging” parameter reference: highlight intensity 20, detail 15, smoothness 10.

Set the “Swimsuit” layer The layer mode is “Screen” (screen before version 7.0). Transparency is 80%.

Select the “Swimsuit” selection, click on the background layer, copy the area (CTRL J), and move it to the top layer.

Use “hue/saturation Adjust the saturation to -50 with “Levels” and adjust the lightness and darkness with “Levels”. Lock the transparent layer and adjust the “Gaussian Blur” value according to the image size.
