The specific steps are as follows:
1. Open photoshop to create a new 400×400 file and fill the background with blue.
2. Create a new layer, use the Elliptical Marquee Tool in the toolbar to draw a circle, then set the foreground color to white, and then press Alt Delete to fill it. At this time, you will get a white circle.

3. Select -> Feather (or use Shortcut key Alt Ctrl D), set the feather radius to 8 pixels in the pop-up dialog box, and then confirm.
